TL;DR: Strong unit without her sister. If playing alone, full shotgun team, if playing with sister, can be paired with any weapon.
Cube: Bastion, other shotgun units use Resilience, but she has a really nice reload time compared to them
Skill priority: Skill 1 > Burst Skill > Skill 2
Overload stats priority: ATK (buff scales with this, biggest priority), Max Ammunition Capacity, Element Damage Dealt

You don’t need to use Noir on a shotgun team, but that’s where she will shine the most.
This is a pre-analysis for the older sister of Blanc, Noir. Next week we’ll make a full review on her character page and see if we need to update anything.
Burst III Shotgun Attacker that will become a staple on Grave Digger and shotgun teams for a lot of players.
She will help immensely on bosses with a lot of interruption parts (red circles) thanks to her burst skill.
Skill 1 will buff the team with a really nice ATK buff while Noir is above 70% HP. Most healers should be able to keep her above that threshold, you can pair her with Blanc, Rapunzel, Pepper, etc.
The only downside I see to this skill is maybe when pushing under super high combat power deficit because it will become harder to keep Noir above the required 70% HP.
Skill 2 activates when entering full burst and will increase max ammo capacity for the team and also reload part of that magazine.
This is her weakest skill and something I don’t understand. You want faster shooting not more ammo for Blanc so she can get her shield up, but her sister gives more ammo?
For full shotgun teams is a decent skill tho.
And then to finish the kit, we have her burst skill. It deals a decent amount of damage and also has 2 buffs:
For shotgun allies: Increases hit rate and damage to interruption parts, perfect for bosses like Grave Digger.
For everyone on the team if playing with someone from 777 Squad: Even more hit rate and damage to interruption parts.
It’s a packed burst skill and, like I already said, it will make her a meta unit for shotgun teams.

Should you pull for Noir?
If she’s your waifu, 100%.
She has a really solid kit and will help with bosses and shotgun teams. You can also play her without worrying about other members from the 777 Squad.
However, if you like Nier and want to save for the future collab, I would save up gems for that.
