Hey Anon,
Fellow Anon here, Garcia is a melee unit executioner. However, she has access to gap closers (hooks/pulls). Additionally her right Reaction skill [Fatal Reaping] (right Rank 5) allows her to follow up on low health enemies if she is in a cross of length 3 from the enemy (three spaces directly above, below, left, or right from the enemy) she can follow up. This goes beyond what you asked but tl;dr she is melee but she can close gaps and follow up. She is useful for getting in early damage and then grouping up with other units to finish or execute units.
