Should you reroll for Samantha?

Why is Samantha low tier? She’s pretty useful to me.
Every gacha game and I mean every gacha game, they character I pull first always is about a C tier.
It is unlikely that the character itself will be improved, unless items appear that will add potential to it. BUT I understand why the character was lowered so much in the tier list: She heals excellently, literally saves during the enemy’s turn, provided that the damage is not fatal, but that’s all she does. At the same time, it VERY much depends on the availability of energy, at E1-2 the limitation on the activation of the passive saves, and with E3 she can spend all the energy healing the character under -heal or something else. On the other hand, I still think that the character is underestimated because she helps me to defeat enemies 10-13 levels higher than herself.
I’m so sad that Samantha and Iggy are such low tier characters 😢 they are literally the only two characters I want. Does anyone know if this game buff thiee characters in the future?
It’s strange that such a character is so low in the tier list, starting from 2 (3) stars she heals front line characters very well during enemy attacks. At the same time, her basic healing is without cost and CD.
