This tier list is based on the Chinese server for GFL2. It will have characters that are not available on the global version.
In this game, team composition will have a bigger impact than using units from higher tiers. Build a team around the units you like and use this tier list as reference. This is super important, but I know people will just skip the advice and go directly to Tier 0.
Also, most units get buffed over time to be usable. If you like a girl, and it’s on a “bad tier”, build her anyway. Waifu > meta. The game releases new keys for underwhelming characters consistently, which is a surprise considering most gachas ignore bad units.
Lastly, this tier list is a mix of different CN community tier lists with changes made by Lending (@blissful0v3rdose). All of the notes are also written by Lending.
T0
The greatest dps this game has ever seen (at high investment). *Time to tell you all the truth* she isn't great at low investment, but she is good enough that you can use her in any horde content.
If you want to use her in single target situations then she really need her dupes. But the more you put into her, the more she will give back.
The more the better, V3 is minimum to use her in bosses scenarios and V6 is the last breakpoint. If you can't get V6, it's still better to invest in other elements unless you don't have to care about budget.
She does everything you want, increase stability damage, dispel 2 debuffs, counter, healing over time when you use skills or attack, max hp boost to 200%, extra action, give other water dolls skill point (lock behind V1), apply water weakness and healing reduction to enemies (convert enemies healing to damage with dupes).
Doesn't need dupes to help her healing capabilities like Suomi but the more you invest into her, the crazier she gets just like Klukai (more damage, better debuffs, more counter attacks, counter attacks proc after every water attack).
Very expensive but worth every dime you put into her.
V1 is the breakpoint for low spenders as it gives your Tololo 2 extra action a turn with her skill 2. The more dupes you put into her afterwards just makes the water team and her personal DPS go up.
V1 and signature weapon are the breakpoint I recommend for low spenders to get comfortable endgame clears, weapon is lower prio than V1.
T1
The greatest comeback that the electric team desperately needed.
Good output on both AoE and single target damage, when combined with Lenna she shines even more. Has some problems with ult usage as her skill point gain is quite limited, this problem is fixed at V1.
She really needs an electric team (she only needs lenna at V6) for both ultimate stacks and skill point generation so don't use her outside of her own team.
The only thing that seperate her from being OP like Klukai V6 is that she doesn't have a source of defense down, other than that she is a fantastic DPS.
V1 is an amazing upgrade so that makes her fantastic for low spender.
The only other breakpoint is V6 as her other dupes isn't really outstanding. Her signature weapon is only better than svarog by 2% so just use svarog or the battle pass weapon.
The new generation maki 💔. Really good single target damage even at low dupes, even better stability damage.
Not really good for mob stages as she can't do much to enemies behind covers and her summon also does not move so if the enemy moves around a lot her damage will suffer a lot. She really excels in open maps where the boss doesn't move a lot.
With high investment she can do insane damage, but her damage is also tied to your investment in springfield. As for which you should invest in more, you should just get V1 springfield as springfield is the more flexible option and get dupes of her later on rerun if you are interested in boosting her damage.
V2-3 is the best breakpoint for low spenders because her V1 doesn't really boost damage a lot. After that it's just a straight road to v6 because her V4-5 are basically filler dupes.
The core of fire teams with the most insane single target damage in the game even though she's a standard doll. She can do some decent AoE with her skill 2 + fixed key 4, but I don't recommend using it as the skill is very awkward.
Her movement range is also quite low so don't bring her in big extraction maps. Her ultimate stacks can go down very fast and hard to maintain so you need to micro manage a lot to get max damage with her team.
Worth going for high dupes as the higher you go the crazier she gets, but definitely not necessary (v3 is good enough imo).
V3 is the breakpoint you want, after that is just how much more damage you want her to do because from v3 to v6 her damage will keep going up.
This key not only boosts her damage but also allows her to use the fire boost set and utilize the burn damage buffs from Vector and Centaureissi's expansion keys. A very nice key to get for fire teams.
Good mobility as a vanguard and her skill 2, assist attack when applying overflowing flame, can dispel with fixed key 6, good ST and AoE with a unique debuff that makes the enemies take even more damage.
Skill point hungry due to her ult needing all of her points to do more damage. Her common key is also insane for Qiongjiu.
Another good piece to put into the burn team. Dupe 1 and 2 are recommended for her get more skill points and do more dps but not needed.
V1-2 are the budget breakpoints to get more DPS. She's also really broken at higher dupes but that depends on your budget.
One of the more budget option for the burn team, but still a great option.
Great stability damage, can proc up to 3 assist attacks with strict condition, and overflowing flame in her kit so other fire dolls can get more value out of their skills.
Her damage is not that great if you can't get 3 support attacks a turn and there are better options for fire team outside of their element (springfield, maki) so she isn't a must use in every scenario.
Becomes one of the best fire dps with her new expansion keys though.
A deceptively good key as now her 3 counters per turn will be boosted by the fire set, burn buffs from other dolls and Vector passive to increase the number of burn support attacks giving her a major damage upgrade.
You should consider getting this after you have both Qiongjiu's and Centaureissi's keys.
Great early game DPS option, good burst damage, extra action is broken but quite limited due to long cooldown. She gets better with dupe and being a standard pool unit it's quite common to get spook by her so maxing her is only a matter of time.
Low movement range without extra action. This changes entirely when her new key comes out, becoming borderline broken getting the extra action every turn.
But that also depends on if you have other water units on the field and the amount of dupes you have. Becomes top tier later on so you won't feel bad about getting her dupes, also boost other water unit value (sabrina, zhaohui, colphne).
V5 is the breakpoint to get max damage out your Tololo, she will get better and better starting from V2
Effectively a 100% damage boost as now she can get her extra turn every turn when any ally deals hydro damage and if you have Springfield's V1, you can give her 3 actions in a single turn.
A crazy good key and a must have if you want to use her effectively.
Great DPS boost to fire team with some new debuffs, can generate scorch tiles to proc more overflowing flame so fire dolls can get more value out of their skills and immolation for more fire damage.
She can also do good damage with support attacks and fixed damage from the burn.
Purely damage focus which could be a good or bad thing depending on your roster. Works well at V0, but she gets more damage and better at supporting at v1-2 which are the recommended breakpoint.
V1 is the best investment you'll need for fire team, the more dupes you get the more damage your teammates and her will do, if you're a low spender you should just get v1.
Her signature is also very good and one of the best with Springfield's weapon so you can get that once you have V1 if you have the resources.
T2
Great tank and buffer for electric team, a must-have if you want max value out of Belka and especially Leva as her turrets alone gives leva 2 assists attacks.
Very annoying in pvp with revive at low hp, shared damage and turrets summoning messing with dolls AI.
You don't need any dupes or SSR weapon to get full value out of her, but some of her upgrades are very nice like v1 giving you 2 extra turret attacks per turn.
She doesn't need any but v2 is a good upgrade, V3-4 should be all you need as more than that is overkill or you are a really high spender.
You should always get dps dupes first, but her v1 is a nice upgrade if you're considering pulling for her.
The 2nd (3rd without dupes) best electric dps, decent AoE dps with fixed damage from negative charge.
Helps leva get more assists and skill points, very good mobility with teleports. Need andoris to maximize her damage.
At low dupes you can use other dps options if you have them invested (v6 Mosin, v6 Jiangyu).
Needs a bit of dupes to catch up to the other options.
V2 is the breakpoint for low spenders that gives a decent amount of damage, while v3-4 are breakpoints for high spenders which helps her movement, attack range and also gives her ramp up damage for longer fights.
The savior of physical team! But unfortunately physical can't be saved.
Her debuffs are great for physical teams, but there's a lack of physical DPS units so she can only do so much.
Completely functional at V0 but if you want more DPS then u must invest into dupes, this is fine though cause she is the first new standard doll. But I think you will get more value from Qiongjiu and Tololo dupes.
Standard doll but Tololo and Qiongjiu are higher priority so not recommend to get her dupes. At V5 she can do decent DPS.
More damage and synergy with Yoohee and Lainie. Good DPS boost so get it IF you already have a v1 Yoohee.
DO NOT GET HER IF YOU DON'T HAVE V1 YOOHEE.
She is a mid sub-DPS having physical exclusive def shred, but it's physical, so she is the new best DPS for the team for now because she has higher numbers than every physical doll before her (wasn't hard to achieve).
Clunky gameplay, loses damage in gunsmoke cause the clone can't pick up damage boosting boxes, can't interact with any levers or consoles in stages, so she can't even cheese puzzles, physical exclusive def shred and selfish def penetration.
Even though 100% def penetration sounds insane her damage is nowhere near the damage numbers of the top 3 elements, get her if you wanna build physical and fill out your collection, but if you don't plan on getting v1 Yoohee just skip her.
Important side note, get at least 3 attachments with max HP% for her passive, don't over invest into it.
The usual with generation 2 dolls, v1 is a good breakpoint, everything else is mid besides v6.
You're better off getting a v6 Yoohee than Lainie v6 because she doesn't provide much outside of physical team.
She does work outside of the physical team if you bring Yoohee, but you're better off with someone like Springfield, Klu or even Leva.
Weapon is still the same as the other 2 smgs, use svarog if you don't wanna get the signature not much of a dps difference.
Insane crowd control unit with paralysis that can stop enemies from attacking( but won't stop them from moving).
Her common key is quite nice to proc more paralysis, put it on units that have support attacks that goes first like centareissi.
After you get her expansion key, then she becomes the 2nd best unit in the electric team with insane damage buffs and she can also do decent dps herself.
Her problems is still the long ult cooldown so get her v1 if you want to maximize her supporting ability.
V1 is now a must have upgrade for the electric team because of the cooldown it gives to your ult.
It's a must have as without it your ult cooldown is so long that the battle will end before you can use it a second time.
TLDR; She is now Vector for electric teams.
Her buff to negative charge and electric damage now makes her a must have for those teams (if you have her V1). She can also do decent damage with the combo of skill 2 into skill 1.
If you have Leva V6 then the sister duo is almost Klukai tier in terms of flexibility. A really great key, must have if you want to use Leva and electric.
Great long range DPS with a preemptive strike that can stop enemies from moving or attacking if you killed them first.
Not great until you can get her V1 and needs a bit of micro managing so that her HP doesn't go down and her shield doesn't break, so you can get max value out of her ult.
Sniper doll so her movement is terrible, just don't bring her in extraction stages.
V1 is the breakpoint you want to use her in high endgame scenarios (frenzy boss, gunsmoke, crossroad challenges). You can consider V2 if your budget is flexible.
Nice damage boost with both mobbing and bossing. Plus the free attack after ult is quite significant as her skill point gain is quite low. If you have her built and/or V1, you should considering getting this key.
A great support doll that can do many things like def debuff, dispelling buffs, boosting AoE damage.
She can be quite tanky with the self cleanse and def buff. Her damage isn't great because she's a support and she's tied to Klukai teams as she only boost AoE attacks and toxic damage so there's no point in pulling her if you don't have Klukai V3+.
Don't need any dupes and I don't recommend getting any even if you have a V6 Klukai because before V6, her dupes only buff her personal damage.
If you can get V6 then I assume you are in a top 100 guild and want to push gunsmoke scores.
Big AoE attacks with displacement capabilities, 6 assist attacks per turn (10 at v6) and good skill point gain if her teammates can do AoE attacks.
Bad stability damage and skill point gain without AoE dolls like Littara or Klukai (DO NOT bring her in without AoE dolls).
Only build if you have Klukai since she doesn't do enough damage in both horde and single target contents. If you have Klukai then she becomes great.
Standard doll. Lower prio for dupes since you can get them in the dispatch gacha, not good before V4-5.
The ice... buffer... again?
She does ok damage / buffs, but it's only for 1 doll and they must do ice damage or her kit is not going to function.
Easy access to def down for the ice team. She needs a lot of dupes if you want her to be a dps, as of right now the ice team is only slightly better than physical (xdd).
Weapon choices are easy once again as there isn't much of a difference between her signature and svarog (but you can probably find a better use for svarog).
An ok doll but ice needs a lot more than ok to come back into the game.
The only thing that matters here is v6 but I'd recommend low spenders getting v1 and stopping there if you are interested in ice team (assuming you already have maki v1/2), as her v1 gives a pretty decent atk boost.
Other than v1, the other dupes just give too little in return to recommend going any further.
The second best survival option in the game, she can dispel debuffs (some debuffs like panic, induce and stun are lock behind dupes), apply shield and buff the team defense.
She can do some good stability damage with avalanche and her passive can heal all allies at the end of her action, further helping the team sustain.
Doesn't do much more than that at V0, higher dupes helps with her healing, defensive capabilities and buffing the team ice damage but you don't really need those dupes to be honest.
Most valuable dupe is V1 (and even then it's not really necessary) as there isn't a lot of ice DPS options to justify V2.
V1 is the best breakpoint, the rest are just overkill.
The best survival option in the game is still the best.
Shielding for the team on attack (will apply before ambushes), ok ice damage amp, good stability regeneration, and very good CC for hordes when you need a breather (just remember to leave the mobs alone if you have ice seal on them).
Gives her shield uptime a nice boost, very good key get if you already built her.
Is she super expensive to build? Yes, is she good? Not really (only good at really high investment), do you need her? No.
Truck load of problems at v0 (can't buff, heal or cleanse the whole team). All of her problems will be solved at dupe 1 but she is not functional at v0.
Good enough buffer and healer at v1 but there are easier and better option to work around so why would anyone use her at v1.
If you are looking to build physical then you really have no choice but to get her v1. If you're looking at her v2 to use her in phase element teams then you can get her for that, but it's really inefficient.
Not recommended to low spenders and f2p as there better investments for way more return in other places (Springfield, Leva, Vector).
V1 is the breakpoint you want to make her functional, V2 will make her usable in every team comp but still kinda worse than f2p options like QJ and even something like a borrowed v6 Klukai.
She is a core supporter for an 'element' so if you want to use physical to it's maximum potential, then v6 is good but if you're looking at the bigger picture she will never be able to make physical better than the top 3 element (electric, hydro, burn).
If you want to use her in physical, she has only one good DPS option so it's not recommended, at least for now.
T3
Great healer, decent buffer for fire team (even better with her new fixed key), gets more value out of her skill with overflowing flame so remember to apply it before using her skills.
Her buffs at V1 doesn't work well with extra action units (like Qiongjiu or Qiuhua).
She doesn't need any, her V1 buff will be deleted by a V5 QJ so it's usually better to keep her at V0.
A very needed upgrade as it will both boost her abitlity to keep dolls alive and boost their damage with burn boost and crit damage up.
It will also helps with her skill point income to use her ult more often. Once you get this, you can use her as the main healer for the fire team.
Godly movement, decent stabilty DPS, falls off in late game contents due to no elemental damage in her kit, her ambush being unreliable on bosses and physical being a neglected damage type.
Works great even at V0.
V3 is a good upgrade but expensive so only pull more if you REALLY love physical.
She will get a better income of tuning stacks and skill points, but the damage she gains will be minimal if you do not have her V3.
Not recommended to get unless you really like physical AND have a V3 Daiyan.
The main buffer for ice team, unfortunately doesn't work anywhere else.
Her damage and her buffs aren't significant so she isn't a must pull (her new key will upgrade her buffing and damage but only by a little).
Her personal damage and buffing capability will improve with the key, but the improvements won't be big enough to matter, as both her damage and buffs weren't that great to begin with.
Maybe when we have enough ice DPS units it will be recommended to get this key but as of now, you can skip it.
A PVP unit mostly with her insane ambush counter that stops dolls from attacking and using skills.
While she is fine in PVE content, Belka usually does more than her. But she doesn't function well until you have a good amount of dupes invested in her (V3 is the recommended minimum).
V3 is the breakpoint for her to be a useful doll, but very expensive and electric has better dolls at lower investment than Jiangyu so only get it if you wanna be a PVP main.
Decent damage boost and some skill points gain for her ambush, but still not worth considering the core price, get it if you love her.
Good healing output, can keep her skill gauge full with fixed key 4 + 6 and decent damage buff with her passive.
Her healing can't restore stability and it's not AoE so your team can randomly lose dolls if you're not careful. A decent budget buffer / sustain option.
Helps her heal more stability but it's not really worth it to get as the upgrade is not a big enough change to her and too costly just to help a welfare unit to use in the early game.
There are better expansion keys and use case of cores.
Long range debuffer that can inflict paralysis on enemies, she has support attack but only against enemies with no stability so you have to break stability with your other dolls first.
Terrible movement range like all sniper dolls (can be fixed with her 6th key). Eats through all her skill point extremely fast so you need to proc her passive a lot to keep her active in the fight.
A lot of her quality of life is locked behind dupes (if you want her to do more damage, if you want better skill point gain) but she is a standard pool doll so it will only take time.
She also competes with high tier dolls like Tololo and Qiongjiu for dupes so I wouldn't recommend maxing her out first.
Low priority dupes compare to Qiongjiu, Tololo. Her DPS improves after V4.
A good upgrade on paper, but an optimal electric team doesn't need more damage, they need a source of defense down so they will never need Mosin.
Get it if you love Mosin, but compared to Lenna's key, it's a joke.
Good early game DPS with decent debuffing capability. Decent in PCP early but I wouldn't recommend her for long as new dolls release and the meta shifts.
Great attack range but terrible movement as all sniper dolls. You can use her till level 50 since she needs low investment.
Just makes it so you are less likely to miss the mark on bosses with mobs for the def down, not really a game changer, but it's a nice QoL if you already have her built. Not a priority.
Completely free V6 SSR (after 36 weeks of grinding). Her robot helps you with some mechanics in gunsmoke and can do ok damage, but it can also die easily if you're not careful.
The robot also get an overwatch attack (at dupe 5 xd).
Not a terrible doll but she's just there to bypass some guild boss mechanics.
You get her dupes for free, but she's still does wet noodle damage after v6.
Great fire tank that can proc a lot of Qiongjiu assist attacks while also dealing really good damage (with dupes). F2P shouldn't invest into her as all of her damage is locked behind dupes and signature weapon.
At V0 she's only a Qiongjiu attack bot that can tank decently, but fire team has better dolls to use at lower investment anyway.
She can get to ridiculous level of damage at max investment. But v1-2 is the breakpoint you need, the rest depends on your budget.
Great tank with some crazy stabilty damage at higher investment. Her counter can be turned into water type to help Tololo proc her passive more often.
At lower investment, she is quite clunky and doesn't do a whole lot other than buffing defense. I don't recommend using her at V3 or below, V4 and above is where she really shines. Really crazy in PVP at v5.
Don't put her as your target search, just grind her dupes from boss fight shop.
V4-5 are the best upgrades for her, v6 is not really needed to use her but her dupes are grindable so get it when you can.
Her own tankiness will get a boost from this, but her damage will also improve as her counters will benefit from hydro weakness and hydro damage buffs, but the hydro tiles that gives enemy hydro weakness will last longer too.
You should only consider getting this key after you have her at V4-5.
Great mobility losing only to Daiyan, good burst damage, can do multiple attacks to proc assists like Qiongjiu.
Even after buffs her stability damage isn't great, her damage is also mediocre, her cooldown and skill point gain is also bad.
Her weakness of getting flanked can be mitigated sometimes with invis on her ult but it doesn't proc often enough to boost her survivability.
Just get v1 if you really like her, otherwise not worth to get dupes.
A decent DPS boost for her but not really game changing and it doesn't help with her problems of being a squishy melee doll with a skill point hungry kit.
And of course there are still better keys and DPS options to build.
Great mobility with teleports, she can stun enemies but needs turbid debuff from other dolls at low dupes.
Bad damage at low investment even after buff (damage can be ok with springfield) but does have value cause she can proc tololo passive more often.
Needs a lot of dupes to be good so only use her at low dupes if you have Tololo and need a vanguard with high mobility that can stun.
A late bloomer like Jiangyu, very expensive to make her work. The more dupes you can get the better she will be but not really worth to pull cause there are better investment for water later.
V3 and V6 are the breakpoint for her to heal when dolls attack a target, better damage and get a team teleport.
Somewhat fixes her low damage and helps with her skill point gain, but you should only get this after getting some dupes or having a built Springfield/Tololo combo.
T4
Great buffer with her ult, good stability damage with 2 assist attacks per turn.
Can pivot between DPS, buffer and healer depending on what you need. Doesn't have overflowing flame so falls off later on in burn teams.
Great healer but she doesn't have any buffing or offensive capabilities, only build if your account doesn't have any other sustain options.
The key will buff her healing and stability healing, but healing was never an issue for her. You can find a better key and use cores elsewhere.
The jack of all trades of this game. She can do everything, defense buffer, AoE damage and ST damage. Unfortunately all the things she does aren't great and is easily outshined by SSR options.
She is a fine investment early game, but be careful not to put too much resources into her.
She will become a better tank, but it won't fix the problem that tanks without buffs or offensive ability are bad in both PVE and PVP.
There are way better options. Not a good key.
Good mobility as a melee doll, teleport on ult so you can cheese some mechanics like switches.
Can proc burn for Sharkry and Qiongjiu asissts, other than that her dps is negligible.
A tiny damage upgrade, does not help with her problem of being a squishy melee unit. Terrible use of 3 cores.
AoE def debuffer, can destroy cover. Very good when paired with AoE units like Klukai and Peritya.
Doesn't need high investment to use as a support. But don't expect her to do a lot of damage, she's mostly a stabilty breaker and debuffer.
A decent damage upgrade but it's nothing game changing.
If you have full AoE DPS team then I guess you can consider getting it, but not really a must have as core income is limited.
Very good grenadier with a knock back skill, but very awkward skill rotation as you need to do nothing for a turn so she can recharge her skill points.
Same problem as all AoE grenadiers, terrible damage in single target and higher levels of content. Also if you are a new player you might have missed out on her dupes and weapon, I wouldn't recommend buying her upgrades in the shop.
10% damage boost to higher than 0 stability target. A tiny and cost ineffective upgrade, just use your cores on something else.
Low invest but good debuffer, she can do an overwatch attack when a unit ends it's movement in her attack range and it can also stun.
Her stun is very restrictive as you need them to have a defense type debuff, she also have low range / movement range meaning she often can't reach her target (also because she need get close, she might get flanked and die because she is quite squishy).
Her debuffs duration are also quite short so you need to reapply them often.
You would think a stun on demand is quite broken, but you would be wrong as most bosses and some special enemies are immune to stuns so the use case for stun is limited to some elites and trash mobs.
It does not improve her debuffs or damage so not really worth it.
Free after you clear chapter 6. High mobility, decent mix of AoE and ST damage. Can push enemies into holes, dispel buffs, def shred and destroy cover (can also stun at v6).
Can't move after attack means her high mobility can get her killed sometimes if you don't pay attention (can be mitigated with dupe 1 and key 3).
Can only do good dps if you have slow on the enemies and physical dps dolls falls off in high level contents. She needs a lot of dupes to do good damage, but there are better standard option to invest dupes in.
Not good even at high dupes, you can use her if you want but don't pull her dupes.
You should only get this key if you want to use Yoohee and/or a physical team as it helps her debuffs uptime, other than that it doesn't really change much about her so I wouldn't recommend getting it.
