Universal Judgment
Randomly bombard every enemy unit of the field in succession, each dealing targeted Physical damage equal to 50% of attack.
City Warden’s Protection
Permanently gainst 3 stacks of [Edifice].
If [Edifice] is cleansed by an enemy, all enemy units permanently gain 1 stack of [Siege].
[Edifice] - Increase defense by 25%. 1 stack is consumed upon being attacked.
[Siege] - Increase damage dealt by 15%. Can stack.
Notes:
This skill makes offensive dispel a requirement. Boss casts it on turns 1,2,4 and 5.
Any instance of offensive dispel will purge all three stacks of the buff. Some notable sources of offensive dispel include:

Sword of Damocles
Marks the nearest enemy target. At the start of next turn, fires multiple rockets at the target, dealing AoE Physical damage equal to 90% of attack that ignores cover.
If the target’s HP is above 65% after the attack, the attacker gains [Guilty, too], increasing damage taken by 30%. For every 10% of remaining HP of the target above 65%, the damage taken increases by an additional 5%.
Notes:
This skill makes running a sustain (including self-sustain) character preferable, with shielders being able to maximize the debuff effect on the boss. Notable shielders include:
- Makiatto
- Suomi
Scattered Cross Prison
Deals AoE Physical damage equal to 20% of attack to all enemy targets in a 3x7 cross-shaped area around the user. For each enemy target hit, deals 2 points of fixed stability damage. If at least 6 enemy targets are hit, gains [Tenacity] for 2 turns.
[Tenacity] - Reduce defense by 50%. Increase stability damage taken by 1.
Notes:
Provides an enormous bonus for using Papasha (or any other summoner we don’t have on global yet). If you brought Papasha - you need to soak this attack with every doll and Papasha’s City Guard.
To prevent City Guard from running away, you need to equip Papasha’s fixed key - Unwavering Conviction.
If you did not bring Papasha, use this attack to shave off some stability.
Immovable Fortress
Reduces stability damage taken by 2 points. For every 1 point of stability, damage taken is reduced by 2%. After Stability Break, stability index will be fully restored after 2 turns.
