She’s a Burst I, meaning it is really hard justifying using her over the staple units for that position (Litter, Dorothy, Pepper, Noise, Miranda, etc.).
She will help the team charge the burst bar faster with her skill 1, which is useless if you cannot reduce the cooldown of your Nikkes burst skill.
She also has a decoy that acts as a second HP bar, you can use it to cheese some one-shot mechanics.
The bad thing about this decoy is… it will only summon once, at the start of the battle.
When it dies, Rei is a taunter with only 1 skill and her burst, making her a bad option for most players that need a useful Burst I.
With her burst skill she can taunt enemies for 5 seconds and heal herself, but only if her decoy is alive, so, once again, half of the skill is useless the moment the decoy dies.
Overall, Rei is a unit that’s good for new players to help clear the 160 wall, but outside of that, I would not recommend using her on your team.
If you started playing on the half anniversary and need a Burst I, N102 is the best option until you get one of the top units on that slot.
