This tier list is divided by Burst types, and we go from essential units to those that you need to build around them and finally the ones that you should probably avoid as a free to play player in Nikke.
Also, this tier list is based on a Chinese one we found on Facebook, and we made adjustments where we felt it was lacking or we just had a different opinion.

Burst I
Liter is still unmatched as the best Burst I unit thanks to her buffs and utilities, and if we talk about healers, Rapunzel is the best thanks to her scaling as a Pilgrim, healing outside her Burst skill and lastly, her revive when needed, even if it’s a 60-second cooldown.
If you don’t have Rapunzel, you can use Noise, Emma or Pepper. If you don’t have Liter, a budget option is using N102.
Burst II
Moving to Burst II units there’s more competition and options for players, on top we have Centi and Guilty, one with the shield and utility and the other with insane damage even if you don’t have her dupes.
Guilty is looking super nice for the future if you can MLB her but I think she’ll get nerfed at some point due to just how stupid the damage she puts out is.
Other good options to consider as Burst II Nikkes are Dolla, Rupee and Poli.
Burst III
Pilgrims are still the queens of Burst III Nikkes and the tier list hasn’t changed much since release, having Scarlet and Modernia on top and Harran following close.
This section is the one where you can be more flexible as you can just build around the units that you like, and if you want more detail, I recommend you check our video.
