Review
Maxwell is a member of Matis Squad who is armed with a very powerful energy Sniper Rifle.
She is a capable single target DPS with a very high multiplier similar to Snow White, even if her damage doesn’t quite match her, with a lower charge requirement overall and being a sniper weapon user, her damage in general is consistent and high.
She transforms her weapon to deal huge amounts of burst damage, but it requires charging her weapon first.
Skill 1 makes her an amazing support and DPS unit, increasing charge speed and ATK for the 2 highest attack units in the team. This skill and the burst are first priority to take full advantage of Maxwell and her kit.
Her Skill 2 requires more than 5 enemies on screen to activate, giving her both a buff in critical damage and rate, making it useless in boss stages because of the activation condition. This can be decently strong in normal campaign stages, though.
There are definitely instances where you can make Maxwell your carry unit in the team as her multipliers are high enough to do so. Amongst NIKKE in the Matis Squad, she is generally seen as the best unit out of the 3.
If you don’t plan on using Maxwell as one of the main units on the team, it is best to consider running her with other sniper or rocket launcher units, as they will benefit greatly from the extra charge speed. To do this you just need to level up her skill 1 and put her on your last spot, no need to burst with her.
Any type of rocket launcher or sniper will benefit from using her as a support or secondary DPS in the team, some examples:
Campaign
She will find usage not only on normal campaign, but also in hard campaign thanks to her hard hitting burst damage.
You could pair Maxwell with many units, but she provides more value for the team if you are using other NIKKEs with a charge requirement, both rocket launchers and sniper rifles.
Solo & Union Raid
Maxwell is a highly used unit in both competitive game modes, most teams you would want her to be in would benefit greatly from both the damage she provides and the support she will give to whoever the other DPS units are.

She’s not a bad unit, but Alice is a better version with similar utility (not by far) so is up to your design taste.
